    CALL FOR TO RETAIN NEIGHBOURHOOD POLICING LEVELS
    15 March 2010

    The current minimum staffing levels for neighbourhood policing must be retained in order to maintain public confidence, the London Assembly has said.

    A motion passed unanimously at the Assembly meeting urges Mayor, Boris Johnson and Metropolitan Police Commissioner, Sir Paul Stephenson to guarantee that the existing structure of one sergeant, two constables and three community support officers will remain the minimum staffing level for safer neighbourhood teams throughout the capital.

    Jenny Jones, AM said: “Safer neighbourhood teams are now the backbone of the Met’s connection with the public it serves, building confidence and winning the trust of local communities throughout London providing local policing for local people.

    “The 1-2-3 structure of the team has proved an effective combination of providing leadership, warranted officers and a reassuringly visible patrolling presence on our streets. This successful and popular return to policing in communities must not be undermined by cutting back on staffing levels. If it ain’t broke don’t fix it.”

    Seconding the motion, Joanne McCartney said: “We all know that public sector budgets are tight but the Met’s drive for efficiency savings must not be allowed to undermine public confidence a recognisable uniformed presence brings to our streets. The Mayor has said he wants to protect or expand the Met’s frontline services, we’re asking him to reassure Londoners that when it comes to policing their communities that means no reduction in minimum staffing levels for their neighbourhood teams.”

    The full text of the motion reads as follows: “This Assembly notes the wide political consensus there has been in support of the current safer neighbourhood policing model, where each team consists of one sergeant, two constables and three community support officers, as a minimum. It also notes the high level of public support for the current safer neighbourhood team structure and staffing levels (as a minimum).

    “The Assembly calls on the Mayor, the Police Authority and the Commissioner of the Metropolitan Police to commit themselves unequivocally to maintaining the current 1-2-3 staffing model, as a minimum, for all safer neighbourhood teams in London.”

    MAJOR BARNET REGENERATION SCHEME IN LINE FOR A ‘KICKSTART’
    15 March 2010

    Barnet Council has been announced as one of a handful of local authorities in London to be short-listed for vital funding that could see millions of pounds pumped into the West Hendon Area.

    The Homes and Communities Agency has named the area alongside 21 other housing schemes in London, shortlisted to receive almost £3m of investment through its Kickstart fund that helps stalled development projects get re-started. If successful, the investment will clear the way for work to begin on phase one of the regeneration of the West Hendon estate.

    The anticipated investment of almost £3m will clear the way for the construction of 194 houses and flats on the Pilot and Lakeside developments within the master plan. The new flats will be built in four blocks, providing 151 homes for private sale by Barratt Homes and 43 social rented flats for existing residents on the estate to be managed by Metropolitan Housing Trust London, as part of the ongoing regeneration.

    West Hendon’s shortlisting follows the successful application for Kickstart funding for the Stonegrove and Spur Road estates. An investment of over £10m was approved which will ultimately fund the demolition of the 603 existing homes and be replaced with 937 new units. It will also allow a new community hall, church and church hall with nursery facility, the provision of public and private open space, car parking and cycle parking, new access for vehicles off Spur Road and Stonegrove, and a new internal road layout to be created.

    Cabinet Member for Community Services, Councillor Richard Cornelius, said: “We all hope that the HCA will recognise the efforts that Barnet and partners have made to get this scheme going and take us from “short list” to “builders on site”, delivering the new homes that we need.”

    A final decision on whether Barnet receives the funding is expected to be announced by HCA in April.

    TVH’S ‘DREAMS FOR ICE CREAMS’ GOES DOWN A TREAT

    Residents tucked into free ice creams and hot chocolate while giving Thames Valley Housing (TVH) their views what local community service improvements would benefit their neighbourhoods.

    TVH staff dished out the cones from a ‘consultation ice cream van’ visiting estates in Hounslow, while residents answered their questions.

    The consultation exercise is being carried out by TVH as part of their newly launched Community Investment Strategy. The residents’ views will help define how investment of £150,000 will improve local services for the whole community, not just TVH residents.

    The programme, which runs over 3 years, also includes work with local youth services, developing a Young People’s Forum, providing training & employment opportunities and administering TVH’s Community Chest, which funds wider community initiatives.

    Paul Augarde, TVH, Community Investment Manager, TVH said: “We are determined to ensure that residents are leading our understanding of service needs in their local area. Getting staff out in the residents’ communities gave them the chance to tell us what they wanted in detail.

    “This means that through targeted partnerships with local service providers including councils, schools, and community groups, we can invest in the service improvements that communities really want.”

    HACKNEY HOMES IN RUNNING FOR THREE HOUSING HEROES AWARDS
    15 March 2010

    Tenant Empowerment Team of the Year, Board Member of the Year and Inspirational Leader of the Year are the three categories that Hackney Homes has been short listed in from more than 300 entries to the 2010 Housing Heroes Awards.

    Hackney Homes Resident Participation team, Alice Burke (Board Member of the Year) and Charlotte Graves (Inspirational Leader of the Year) are now one of six in each category left in the running for the winning prizes.

    Rupert Tyson, Chairman of the Hackney Homes Board said: “We are extremely pleased to be short listed in three categories. This is one of the best results for any ALMO this year and we are extremely proud.

    “This is a testament to the hard work and dedication that the Resident Participation Team, the Vice Chair of the Board, Alice Burke and Chief Executive. Charlotte Graves have to the residents of Hackney.”

    EVENT: LAST CHANCE TO BOOK FOR NATIONAL HOUSING FEDERATION CONFERENCE ON RETROFITTING
    16 March 2010

    Housing associations can't avoid retrofitting. The terminology may be baffling but everyone needs to plan the way ahead in retrofitting stock.

    The National Housing Federation is offering a one-day realistic guide to retrofitting, including speakers from the Energy Saving Trust, Technology Strategy Board, Homes and Communities Agency, CLG and DECC, and many more.

    It’s not too late to register. The Keeping the roof on conference will be on Monday 22 March at the Millennium Gloucester Hotel. Take this chance to get practical advice on what needs to be done, what funding is available and how to access it.

    Straightforward and plain-speaking sessions will lift the roof on retrofitting. Subjects include ‘What not to do’ and honest feedback on what actually happens in practice. Sensible preparation and expert tips at this stage will more than pay off in the future.

    PLANS GRANTED FOR PHASE 2 OF ORCHARD VILLAGE
    16 March 2010

    Circle Anglia has secured planning permission and funding for Phase Two of the £80m regeneration of Orchard Village in the Havering, which is managed by Old Ford Housing Association.

    Planning permission was unanimously granted by Havering Council’s Planning Committee and the Homes and Communities Agency has approved nearly £15m grant support. Phase Two will deliver 178 new affordable homes for residents. Circle Anglia is now working with Willmott Dixon Housing Ltd and PRP Architects on the detailed designs of the properties. Phase Two demolition and building is planned to begin early in 2011.

    The regeneration is already well underway. Residents celebrated the beginning of Phase One in November with the demolition of the first of the tower blocks. The demolition and site clearance work for Phase One is now complete and the foundations for the first new homes have been laid. Phase One will deliver 121 new, quality homes for tenants to move into from the beginning of next year. Ultimately, the six year project will deliver 555 new homes for the local community.

    Paul Newbold, Group Head of Development at Circle Anglia:, said: “This demonstrates the power of partnerships and we are pleased with the continued support of the Borough and HCA. It is a great example of housing associations joining together with residents, the HCA and a local authority to create a vibrant new community which will enhance Life Chances for generations to come.”

HCA’s funding of Circle Anglia’s scheme reflects our commitment to reduce the problems caused by poor housing by offering affordable solutions that meet the needs of local residents. We look forward to Orchard Village achieving its full potential through this project.”

    Simon Coombes, Project Director from Willmott Dixon Housing, said: “We are delighted to continue our involvement with Circle Anglia and Old Ford by extending our current project on Orchard Village with design of the Phase Two works, which will provide a further 178 affordable properties. Our long-term involvement at Orchard Village will allow us to continue our activities in the community, which to date includes many initiatives, one of which is with Newton’s School where pupils have produced artwork for our site hoardings.”

    STRATEGIC ALLIANCE ANNOUNCED BETWEEN ST MUNGO’S AND CRISIS
    16 March 2010

    Crisis and St Mungo’s have announced that they have agreed to form a Strategic Alliance to harness and channel the strengths of each other and work together on a number of specific initiatives towards the goal of ending homelessness.

    Over the last two years the two organisations have increasingly worked together in a number of areas. This Alliance signifies their intention to continue this work together and look for more opportunities to do so.

    Particular things Crisis and St Mungo’s will work together on will include pressing the Mayor of London, the current and any future Government to deliver on the commitments to end rough sleeping by 2012; and co-ordinating our efforts to provide emergency accommodation during severe weather in London.

    It also includes making the case for maintained and increased funding for specialist homeless services, particularly in the areas of health, education and employment; and building links between the services of each organisation to support clients and increase the range of opportunities for members of the public to volunteer and get involved.

    Both Crisis and St Mungo’s consider that the interests of rough sleepers and homeless people can be best served when organisations join forces on specific issues. There is a natural synergy between St Mungo’s, as London’s largest homelessness agency, and Crisis, as the leading campaigning organisation for single homeless people in Britain.

    Crisis’ CEO, Leslie Morphy said: “Crisis and St Mungo’s have increasingly worked together in recent years on projects of mutual interest. This Alliance is a logical next step and signifies clearly our intention to work together where we can, bringing our respective strengths to bear. This will enable both organisations to do more for more homeless people through the services we provide and to have even greater impact on public policy – particularly important as we face a general election and an uncertain climate of public spending.”

    St Mungo’s CEO, Charles Fraser said: “This Strategic Alliance is an innovative example of homelessness organisations working together in order to increase their effectiveness. Both Crisis and St Mungo’s are financially strong and confident in their separate futures but believe this kind of working partnership will result in even better services for homeless people.

    “We can each learn from each other, and the yardstick will be improving services for homeless people. We share fundamental values with Crisis, and look forward to working with them closely and strongly in the future.”

    TVH ACHIEVES CUSTOMER SERVICE EXCELLENCE

    Thames Valley Housing has successfully achieved Customer Service Excellence (CSE) Accreditation for the first time, being praised as an Association with a ‘well developed customer ethos’.

    TVH was successful in all five areas of the assessment: Customer Insight; Organisational Culture; Information and Access; Service Delivery; and Timeliness and Quality of Service.

    The report particularly acknowledged the high level of engagement TVH maintained with its customers. The assessment acknowledged that TVH set itself stretching targets and that many improvements had been made in full consultation with its customers and partners.

    Geeta Nanda, TVH, CEO, said: “Our customers are at the heart of everything we do. They drive our strategy, inform our culture of continuous improvement and are involved in policy making through a range of Involvement activities.

    “I am delighted all of this has been recognised with Customer Service Excellence Accreditation.”

    CSE has replaced Charter Mark as the national Customer Service Standard for public service providers. TVH has held Charter Mark status since first receiving the award in 2001.

    AMICUSHORIZON WELCOMES NEW TRAINEES

    AmicusHorizon is proud to welcome 17 new trainees, employed under the Future Jobs Fund.

    It is the latest in the drive to create work opportunities for younger people and to address the increasing challenge of unemployment.

    The trainees are based in all three of AmicusHorizon’s regions - Kent, London and Surrey, and Sussex. They bring huge potential to a variety of posts, including Trainee Youth Worker, Trainee Administrator and Trainee Project Assistant. Whilst on the project, each trainee has their own individual training programmes to develop their skills and experience.

    After six months of training, further support will be offered to help boost CV writing and interview skills. This will complete the trainees work experience and set them up for further career progression in the wider community.

    AmicusHorizon has already seen some excellent work from the trainees. Joe Sutherland and Hifzul Khahir, Trainee Youth Workers on the Lansdowne Green estate, Lambeth, recently organised a successful ‘Urban Aces’ project during half term. The theme of the event was promotion of healthy lifestyles in young people. They organised a lively and energetic day of bowling, an exciting sightseeing tour of London and finished it all off with a trip to the cinema.

    Joe Sutherland, Trainee Youth Worker said: “Despite the bad weather we had an excellent day out. It was good to see that the young people had a half term to remember, all the planning was worth it.”

    The Future Jobs Fund is an outstanding programme, and one that AmicusHorizon is proud to be part of.     IT’S FINGERS ON BUZZERS FOR CITYWEST HOMES RESIDENTS

    Over 300 CityWest Homes’ residents took the chance to share their views and tell housing bosses what they thought of the service through interactive voting handsets used at the annual resident conference.

    Residents were given the opportunity to have their questions answered by a panel which included Mark Hoyland, CityWest Homes Chief Executive, Councillor Philippa Roe, Westminster Council’s Cabinet Member for Housing, Andrew Whitley, CityWest Homes Vice Chairman, Rosemary Westbrook, Director of Housing and Linda Heavey, Chair of the Westminster housing panel.

    Topics covered by the panel included overcrowding, tenant management organisations and communal decorations. Workshops were also held on other issues and projects in order to gain a more detailed view. The evening was finished off by a rousing debut performance from a new Churchill Gardens estate choir.

    Mark Hoyland, CityWest Homes Chief Executive said; “We’re delighted with how many people attended this event. Events like this provide us with a great opportunity to communicate with many residents face-to-face and to hear their views on our service.

    “The interactive voting system told us that security and value for money are key concerns for our residents. Such information is really valuable because it gives us a snapshot of what really matters and an indication of the issues we should build on.”

    Councillor Philippa Roe, Westminster Council's Cabinet Member for Housing said: "We want residents to help us shape our services as much as possible and events such as these are excellent platforms for people to tell us what matters to them.

    "Over the coming months and years, we will be working with residents to provide better housing, improved community facilities and more job opportunities and I would like to encourage all residents to contribute and tell us their views."

    ST MUNGO’S APPLAUDS NEW HEALTH COMMISSIONING GUIDANCE

    St Mungo's has welcomed the launch of a Government study that aims to help Primary Care Trusts become world class commissioners of healthcare services for homeless, vulnerable and socially excluded people.

    St Mungo's Chief Executive, Charles Fraser spoke at the launch of Inclusion Health: Improving the way we meet the primary health care needs of the socially excluded.

    Third Sector Minister, Angela Smith and David Colin-Thomé, Director of Primary Care at the Department of Health, formally launched the joint project between the Social Exclusion Task Force and the Department of Health, which was published with an accompanying evidence pack.

    Angela Smith said: "Everyone should have access to the highest standard of care, no matter what their circumstances or background. Inclusion Health will lead the way in improving health services to help those most vulnerable and will build on the great work that is already happening up and down the country."

    The evidence pack features St Mungo's in a number of areas, and highlights its health strategy for homeless people. The pack also references St Mungo's innovative health services such as the pilot Intermediate Care project at Cedars Road hostel in Lambeth, South London, and the pilot psychotherapy service, Lifeworks, funded through the Cabinet Office's Social Exclusion Task Force ACE programme.

    Charles Fraser was one of three people asked to give their response to the study, alongside Professor Steve Field, Chairman of the Royal College of General Practitioners, and Rosemary Cook CBE, Director of the Queen's Nursing Institute.

    He said: "We welcome this as a tremendous step forward towards improving access to primary healthcare services for the homeless and vulnerable people we work with. The Cabinet Office, the Department of Health and many other committed professionals are to be applauded for building a coalition for change when it comes to commissioning.

    "Inclusion Health' offers a way forward which is more promising than anything we have seen at St Mungo's in the last 30 years. It is now up to all of us - the Department of Health, GPs, nurses and the voluntary sector - to keep the pressure on so that we achieve lasting change."

    GENESIS CELEBRATES OPENING OF NEW HOMES IN HAMMERSMITH AND FULHAM
    17 March 2010

    Genesis Housing Group, together with Hammersmith and Fulham Council, has opened Factory Quarter, a brand new flagship development of more than 450 homes.

    Factory Quarter is a mixed use, affordable development. 104 of the homes area affordable rented homes, 185 are available through part-buy/part-rent and the remaining 165 are for outright sale.

    The development also includes a large commercial area with a community meeting space, café, and health centre as well as a number of retail units; and in the centre of the whole development is a beautiful landscaped area and playground for all the residents to enjoy.

    The site itself is steeped in history. From 1904 carriage lamps and switch boards, then the pioneering dynamo-charged battery were manufactured here. In later years aircraft and tanks were built on the site during the Second World War. The site was bombed during the Blitz and evidence of its past was found early on in construction when a huge underground bunker was discovered.

    The event to launch Factory Quarter saw Leader of the Council, Councillor Stephen Greenhalgh, take a tour of one of the shared ownership flats as well as the penthouse roofs.

    He said: “This is fantastic news for hard working middle income earners who want to live in Hammersmith & Fulham but have not been able to afford to. Owning your own home gives you a greater stake in your community, a greater stake in your own future prosperity and more choice.

    “Average house prices in the borough are over £450,000, well out of the reach of many hard working families but schemes like this show that it is possible to get a foothold on the property ladder even during these tough economic times. This is exactly the kind of scheme that helps us to make Hammersmith & Fulham a borough of opportunity and I applaud Genesis for their efforts.”

    Neil Hadden, Genesis’ Group Chief Executive, added: “Everyone at Genesis is immensely proud of Factory Quarter. The fact that these fantastic new homes were finished seven months ahead of schedule is testament to the hard work from all parties involved. I would like to wish all the new residents a very happy life in their new homes.”

    TOWER HAMLETS HOMES BRINGING SERVICES STRAIGHT TO NEIGHBOURHOODS

    Tower Hamlets Homes is launching its first ever series of Neighbourhood Days this month that will see residents benefiting from all of our services together on their home turf.

    Residents will be able to access a wide range of advice from staff ranging from rents, repairs to their own dedicated neighbourhood housing team, with the first Neighbourhood Day kicking off on Friday in the Locksley neighbourhood.

    Chief Executive, Gavin Cansfield said: “The Neighbourhood Days which will be a part of a series across the borough is an opportunity for residents to meet and talk to our staff about getting things done in their neighbourhood.

    “We want residents to come along to chat to us about their local area and tell us how they want to see it improve. We want to hear their ideas about tackling anti-social behaviour, making cleaner, greener and safer estates, or tackling overcrowding so we can both come up with a plan of attack.”

    NEW ALLOTMENTS FOR RISLEY AVENUE
    17 March 2010

    An overgrown piece of wasteland which was derelict for over 20 years has been turned into an urban oasis for allotment lovers.

    Thanks to a partnership between Homes for Haringey and Haringey Council’s Park Services, the site at Risley Avenue, North Tottenham, has now been cleared of large amounts of rubbish and overgrown vegetation. A new water supply and footpath have also been installed.

    Cabinet Member for Housing, Environment and Conservation, Cllr John Bevan joined ward councillors Liz Santry and Gideon Bull for the official open day. Homes for Haringey’s Head of Estate Services, Peter PurdieSharon Morgan, Head of Tenancy Management North also attended.

    To date, up to 28 local residents have been issued with an allotment tenancy agreement and allocated a plot on which to grow their own fruit and vegetables.

    Cllr Bevan said: “I am very pleased that this land has been brought back into use for the community to enjoy. I look forward to seeing these allotments flourish in the next few months.”

    So far 28 of the 30 plots have been allocated and there is already a growing waiting list. Haringey Parks service will carry out inspections of the plots up to four times a year to ensure tenants are maintaining the plots in accordance with their tenancies.

    Peter Purdie added: “It is very satisfying seeing local residents making the best use of this land. The launch was a great opportunity to meet enthusiastic local allotment holders. I am looking forward to coming back in the autumn to see the results of all their hard work.”

    MOAT SPRUCES UP SHELTERED HOUSING GARDEN
    17 March 2010

    Members of Moat’s finance team have visited Lambourne Court, a sheltered scheme in Streatham, to tidy up the communal garden area.

    They weeded the borders and planted some bulbs which will blossom and brighten up the garden within the next few months of spring.

    The event was organised as part of Moat’s commitment for staff to become more involved in Moat communities and to increase knowledge of all areas of the organisation. The finance team worked hard to tidy up the garden and undertake the work which the older residents are not always able to complete.

    Andrew Cliff, Moat’s interim group financial account, said: “This gave us a chance to see the immediate effects a little hard work can have for some of our more vulnerable residents.

    “Indirectly, we all regularly contribute towards supporting Moat communities but it has been great to get out of the office and do something different.”

    CRAYFORD TOWN CENTRE REDEVELOPMENT TAKE STEP FORWARD
    18 March 2010

    The redevelopment of a key Crayford town centre site has taken a major step forward, with the completion of legal agreements between Bexley Council, R&M Projects and Gallions Housing Association.

    The scheme is a major part of the continuing regeneration of Crayford town centre and includes plans for more than 180 new homes, the refurbishment of the Town Hall, plus a new library and community facility.

    The council granted planning consent for the mixed use development in September 2008 but, as with many other developments, the economic downturn had an impact on progress and made it necessary to review the phasing of the scheme.

    Following detailed negotiations, and with support from the Homes and Communities Agency, a first phase will soon be underway. This will include the development of 144 affordable new homes - half for rent and half offering local people their first steps on the home ownership ladder - together with a new library and community facility.

    During construction, a new high quality, temporary building will be used for the existing health clinics run by Bexley Care Trust. Following repairs to the building, the Town Hall will be used by the developer and contractor as a site office. The ground floor will still be available for community use.

    While the first phase is under construction, the Council and its partners will continue to work up a second phase, in line with the original planning consent. This will include redevelopment of the Town Hall itself, delivering a mix of new private housing, a restaurant, health facility and retail outlets, which will bring new jobs to the town.

    Cllr Linda Bailey, Cabinet Member for Regeneration and Housing, said: "I am delighted that we are able to proceed with the first phase of the scheme, which is a significant achievement in such challenging times. The regeneration of this key site will create new jobs and new homes and is great news for everyone who wants Crayford to thrive."

    David Lunts, HCA London Regional Director said: "This tailored investment package reflects the HCA's approach to supporting schemes that create more than just homes. The regeneration of the Crayford Town Hall site will not only provide housing of a high standard in a high-quality environment, but will also create many jobs for the local area. This project will be a real boost to the local economy and is a good example of a true public and private sector partnership."

    Ian Beckett, Development Director at Gallions, said: "'We're pleased to be working with Bexley and other partners to deliver this important local regeneration project.”

    WORK BEGINS ON CITY ROAD DEVELOPMENT

    Family Mosaic is pleased to announce that work has started on-site at 259 City Road, Islington, delivering new homes as part of a key waterside development.

    This will deliver the first phase of the build at City Road Basin, which adjoins the historic Regent's Canal.

    259 City Road is part of a wider redevelopment plan that will significantly reinvigorate and regenerate the City Road area of the borough. It is the culimination of a masterplan developed by Family Mosaic alongside partners LB Islington, Groveworld, Miller Developments, British Waterways and Fidelity Investments.

    The 15-storey building is the first of three residential towers to be developed at the site; Family Mosaic is working with building contractor Ardmore Ltd and the design is being managed by Architects Bennetts Associates.

    The 100 affordable homes will be built over the next two years and completion is scheduled for February 2012. Half will be available to purchase through a shared ownership scheme, and the remaining 50 will provide much-needed rental accommodation to new residents.

    Dick Mortimer, Group Director of Development at Family Mosaic acknowledged the key input of the Homes and Communities Agency in getting the development underway: “I am delighted to be part of this major regeneration project in City Road which will culminate in a superb development in an excellent location.

    “Family Mosaic and the Homes and Communities Agency have worked extensively to kick start this project by both providing funding to enable the affordable and private sector development. This partnership will not only see the start on site of 259 City Road, but will also help to drive the further phases of the project forward.”

    OLD FORD PROVIDES SOME ‘GOOD’ SERVICES BUT STILL HAS MORE TO DO

    Old Ford Housing Association is working well with its residents to improve their homes and is carrying out annual gas safety checks well - however, day-to-day repairs and access to services need to improve, an inspector from the Audit Commission has concluded.

    Inspectors reached this conclusion following a short-notice inspection of how effectively the Tower Hamlets based housing association is providing planned maintenance, repairs and gas safety.

    Kieran Colgan, Audit Commission Lead Housing Inspector, said: “Old Ford is doing some very positive work with the local community to improve both homes and estates. Its day-to-day repairs service is improving but there is more to do before services match those of the best-performing landlords.”

    Strengths include that Old Ford is working closely with its residents to deliver high-quality improvement works to their homes; annual gas safety checks are done promptly; and there are many positive examples of the association promoting community cohesion and responding to community needs.

    Weaknesses include that telephone calls and letters are not dealt with effectively and day-to-day repairs are not always done quickly, appointments are not always kept and overall costs are high.

    To help the service improve, inspectors made a number of recommendations. These include improve the performance of day-to-day repairs; improve the association's response to phone calls and letters; and improve the way the association manages value for money.

    SERVITE HOUSES HAS ‘MORE WEAKNESSES THAN STRENGTHS’, SAYS WATCHDOG

    Servite Houses has ‘more weaknesses than strengths’, according to a report released today by the Audit Commission.

    Inspectors reached this conclusion following a short-notice inspection of how the London based housing association is responding to tenants’ complaints; re-letting empty homes; and recovering rent owed by former tenants.

    This is because tenants’ complaints are not being responded to quickly or to a high standard and former tenants are not being actively pursued to recover the rent they owe. However, new tenants receive good information and support, and homes are generally let in a good condition.

    Hugh Boatswain, Lead Housing Inspector, said: “Servite is not yet consistently delivering a customer-orientated approach or meeting the diverse needs of all of their tenants. This is reflected in the speed and quality of many responses to customers’ complaints, which do not demonstrate high levels of customer care.

    “It is not making enough effort to recover rent owed from tenants who have quit their tenancies or who have been evicted, which reduces income available for improving services to tenants. However, in general, housing is being re-let quickly and new tenants are satisfied with the condition of their new home.”

    Weaknesses include: customer service is not meeting a high standard, and customers do not always receive a polite and professional response; the diverse needs of Servite’s tenants are not fully understood; customer complaints are not always responded to quickly or to a high standard; rent owed by former tenants is not effectively pursued and recovered; and empty homes in supported and sheltered housing take a long time to re-let.

    Strengths include: recent performance for letting empty general needs homes is within 25 days, which compares well with other landlords; the costs of repair works to empty homes is comparatively low; and there is effective information and support for new tenants.

    WINNER OF SANCTUARY CARE SPONSORED DESIGN CHALLENGE ANNOUNCED

    An intergenerational networking initiative has won the Sanctuary Care-sponsored DBA (Design Business Association) Inclusive Design Challenge 2010.

    The challenge, which has been sponsored by the leading care provider for the third consecutive year, has been described by the BBC’s Rory Cellan-Jones as the “combined Oscars and Olympics of Inclusive Design”.

    Now in its tenth year, the competition, conceived and organised by the Royal College of Art Helen Hamlyn Centre (RCA) in London, in collaboration with the Design Business Association challenged this year’s designers with the brief of ‘Active ageing – designing for our future selves’ and the challenges faced by our rapidly growing ageing population to remain active and productive in later life.

    The four shortlisted teams -1HQ from Windsor, BWA Design from Hereford and London-based Epitype and CLINIC - went head to head before a panel of judges at the Royal College of Art, with CLINIC declared the winner.

    One of London’s largest independently owned creative agencies, CLINIC’s project Sage & Onions: the Experience Exchange aims to bring generations together by stimulating activity and community participation. The scheme encourages people to form local ‘experience bartering’ networks. No money changes hands, instead people swap skills and the knowledge they have for the experiences they want. A central organisation provides toolkits, infrastructure and support, creating a nationally-recognised ‘brand’ and template for local interaction and events.

    The judges described the project as: “A witty and vibrant piece of communication design that gives local bartering a brand identity and national profile. It has a high likelihood of implementation because it is scaleable and based on longstanding community networking and skill-sharing models. By being genuinely intergenerational and providing the logistical knowhow and tools on how to get started, it invites engagement for people who would not otherwise meet and share skills through conventional social networking means.”

    CLINIC’s Jenny Theolin said: “Working on this has really opened our eyes to the subject, we’ve worked incredibly hard over the last three to four months on this project – so we are absolutely thrilled to win. We’ve met some very interesting people throughout the process and what we’d love to see now is for the concept to take shape and live in the real world…it’s too good an idea not to become real.”

    Steve Wood, Managing Director of Sanctuary Care said: “Isolation is a big problem as people get older, therefore it’s important that organisations like Sanctuary Care support people who are looking to provide things that can improve people’s well-being. This is the third year that we have sponsored the DBA Challenge. We got involved because the subject - dementia - was very close to our hearts and this year the problem continues to be very pertinent both for society as a whole and to our business.”

    Social landlords across the capital are being urged to sign up to the London Accessible Housing Register and make it easier for disabled Londoners to choose a home to meet their needs.

    The call came as a new guide for social landlords, the London Accessible Housing Register (LAHR), was launched at City Hall. In London, there is currently a severe shortage of accessible housing. In 2006-07, almost 70% of the wheelchair accessible homes let by housing associations went to households with no wheelchair user.

    Added to this social landlords often do not hold accurate accessibility information about their homes, meaning that many accessible and adapted properties are let to people who do not need them.

    The LAHR was set up in 2007 to address these problems. The register contains information about the accessibility of social rented homes and makes it available to disabled home seekers. Adapted or accessible properties can then be clearly advertised through a choice based lettings scheme alongside other homes.

    Cllr Julie Mills, the Royal Borough of Kensington and Chelsea’s Cabinet Member for Housing Services and Adult Social Care, said: “Joining the register is relatively easy and the impact it can have on someone’s life is enormous. I hope this guide will encourage more social landlords throughout the capital to adopt the register and ensure that disabled people in London have a better opportunity of getting the home they deserve.”

    The Royal Borough of Kensington and Chelsea is currently hosting the project team taking forward the London-wide roll-out of the LAHR, and is one of two London local authorities now operating the register. The Mayor of London sees the roll-out of the register across London as key to ensuring that disabled people have the same housing choices as others seeking a social rented home.

    Richard Blakeway, the Mayor's Housing Advisor, said: “The register has the potential to improve the quality of life of thousands of disabled Londoners. Social landlords across the capital hold the key to making this happen. By adopting the register, and giving disabled people the information they need to make an informed choice, they will make sure that adapted and accessible properties go to the people who need them most and put an end to the waste of this valuable resource.”

    ‘AMBITIOUS’ SKY GARDENS PLANS NOT ‘CREDIBLE’

    ‘Ambitious’ plans for Vauxhall Sky Gardens on 143-161 Wandsworth Road by Carey Jones Architects cannot be ‘successfully developed into a credible, high quality tall building’, according to CABE’s Design Review.

    The plans are for the redevelopment of the site for commercial and office uses, 239 new homes, and public space in buildings of up to 36 storeys. CABE supports the ambition of this project and find the concept of the sky gardens appealing in principle.

    However, is does not feel that the planning application demonstrates that the proposal can be successfully developed into a credible, high quality tall building.

    Furthermore, the planning application does not make a convincing case for the sky gardens as meaningful or usable amenity space. CABE is urge the local planning authority to work with the design team to address the following concerns, before a decision is made on the planning application.

    CABE would expect this tall building proposal to be presented in the context of its own urban design study, which analyses the site’s relationship to its context and demonstrates how it sits in relation to the emerging policy context, and other tall buildings, consented and proposed.

    The planning authority needs to assure itself that there is a convincing strategy, associated with the Section 106 agreement, for alternative amenity space – otherwise, CABE thinks the development becomes unfeasible as a residential proposition. While it welcomes the fact that residents of the social/rented accommodation will have direct access to the external amenity spaces, it is not convinced that this is a suitable proposition on its own.

    Without balconies, residents in the flats in the Wyvil Road block do not have access to any immediate outside space that does not require a journey via the lift or stairs. Outdoor space to dry clothes in or enjoy a coffee is important to people’s everyday life, says CABE.

    WANDSWORTH PLANS MORE HIDDEN HOMES

    Wandsworth Council has approved plans to create five new homes from a disused clinic on the Ashburton Estate, West Putney.

    The former William Harvey Clinic on Cortis Road has been empty since NHS Wandsworth relocated the service to the Queen Mary Hospital last year.

    Now the council plans to convert the space into two and three bedroom apartments which would be available for social rent.

    The project would be funded through Wandsworth's innovative hidden homes programme which turns empty or underused spaces on council estates into good quality housing for local people.

    Since the scheme started 170 new homes have been completed. Another 11 are currently under construction and plans for a further 50 are being developed.

    Executive member for housing, Cllr Martin D Johnson said: "Over the last seven years this scheme has helped us to make the best possible use of our housing estates.

    "Once an underused space is identified we have the in-house expertise to develop a package of works to transform it into high quality accommodation. Because we already own these spaces, there are no land or property purchase costs involved, making the new homes extremely cost effective for the taxpayer.

    "In many cases our projects have also helped to eliminate local problems by recycling derelict spaces which can attract trouble and anti-social behaviour. It's a common sense, sustainable and cost-effective initiative which is helping us to meet the borough's growing housing needs."

    EAST THAMES HELPS ENTREPRENEURS UNVEIL EAST LONDON’S BEST YOUNG ARTISTS

    A group of budding young entrepreneurs are tackling the often negative stereotypes of young people in east London - and their weapon of choice is art.

    Unveiling Talent showcases the work of local young artists, giving many of them their first opportunity to display their work at a public gallery.

    The exhibition has been organised by Havillah, a creative design company run by six young entrepreneurs. The young east Londoners set up Havillah because they realised a lot of young people have talent and drive, but they struggle to take their work to a wider audience and begin a career in the creative industries.

    Unveiling Talent is being exhibited at East Gallery, a unique gallery space in the head office of East Thames, in Stratford. The exhibition is open to the public from Monday to Friday, 8.30am-6pm and Saturday, 9am to 2pm. It runs until 23rd April 2010. East Gallery is on the ground floor of East Thames head office, 29-35 West Ham Lane, Stratford E15 4PH.

    Richard M. Mulenda, 22, head of marketing at Havillah, said: “Young people are struggling with crime, gang culture and many other negative influences. It can be difficult to find young role models who are willing to put ideas they have to good use. This exhibition will help because it encourages young people to strive harder and realise there is an alternative.”

    East Thames has supported Havillah right from its beginnings: one of its founders used to live at Focus E15 Foyer and the company is run from Starting Point, East Potential’s hot desking facility in Barking. The company was also started with financial backing from Youth4Youth, a grant-giving project co-ordinated by young people with the help of East Potential and Barclays bank.

    Pamela Gardner, East Thames head of social and economic regeneration, said: “We actively encourage creativity through our Foyers and training programmes, and East Gallery is the perfect space to nurture and develop talent. These young entrepreneurs are an inspiration; using their creative talents to create opportunities for others. We’re so pleased that one of our Foyer residents has gone on to such success and we look forward to seeing Havillah go from strength to strength.”

    THAMES VALLEY HOUSING LAUNCHES 100% MORTGAGE

    Thames Valley Housing (TVH) is helping struggling would-be home owners onto the property ladder, through the launch of its own 100% mortgage.

    The three-year fixed rate product is available on selected TVH shared ownership properties.

    Geeta Nanda, TVH CEO said: “Shared ownership is a vital intermediate market product, for which we are continuing to see increasing customer demand. Despite this, many of our prospective buyers have been unable to secure a conventional mortgage due to a lack of deposit.

    “In our commitment to helping those in housing need, we felt compelled to launch our own mortgage product to ensure that we could assist those who are otherwise left out in the cold. Why should only those with parents able to help with deposits be able to buy?”

    The mortgage will enable successful applicants to buy a share of a TVH home without having to save for a deposit. Applicants will be subject to stringent affordability criteria, which will be assessed by an Independent Financial Advisor (IFA.)

    Unlike conventional 100% mortgages, TVH’s product covers as little as a 25% share of the value of the property, reducing the risks to the customer and the association.

    Nanda said: “The product offers real flexibility to our customers; if they wish to make overpayments they can do so without penalty. We’re even offering added piece of mind through a 3-year buy back guarantee, under which we promise to buy back their home if they chose to sell it and face negative equity.”
